Probably if sprayed in the eyes - should cause stinging / burning.
DEET is toxic. Long-term use of high concentration (50% or higher) DEET over large areas of skin (never mind actually ingesting the stuff) can result in insommnia and mood changes. Serious DEET poisoning can result in disorientation, clumsiness when walking, seizures, or coma.
